dtd error!

Alright when I'm looking at http://www.enme.barrysworld.net/enme.dtd I get an error. But, when I look at http://www.enme.barrysworld.net/enme.xml, which the dtd is being used in, the dtd is doing what is supposed to! Why am I getting in error in one, but not in the other?

A dtd is not an xml document, it will not validate. Also, delete <?xml version="1.0"?>.
