the <embed> tag is not defined in the w3c html 4 or xhtml 1.

XHTML Transitional (haven't looked in strict yet, but I'm assuming that it's the same for this) does not define the EMBED tag, but does define the OBJECT tag, which is what is supposed to be used for things like Flash and any other block content that requires a plug-in.

Although you can use a custom DTD, just using the OBJECT tag would be the best route (if possible).
